Emboar was the third Fire/Fighting starter in a row, and everyone was sick of that typing. Plus, there were other Fighting and Fire types that kicked far more booty than PokéGanon. Scrafty, Sawk/Throh, and Conkeldurr come to mind on the Fighting side, and Darmanitan/Chandelure for Fire.
Oshawott was the only decent Water mon you could get until late game. Until then, you would have to make do with SimiBreakingNamePattern or SeismiWishesItCouldBeSwampert. You can't really go without a Water type because Surf.
