I'd most likely go with modest, and make it into an offensive Calm Mind set (Probably with Psychic, Moonblast, and Thunderbolt/HP Ground, depends on whether you want to hit heatran/skarmory more) I'll let other people decide which they want more.

I really wouldn't bother with natures that imply mixed sets right now; this Jirachi won't have access to its good physical moves (Iron Head, elemental punches) until possibly ORAS and their service of move tutors.

Kanto birds can also be genned. They jumped on a guy about that for asking for a Kalos Mewtwo yesterday. Scires was basically getting out shit that is only available in Gen VI, like the 4 available legendaries. The Jirachi was special because it's a shiny event + Moonblast.
