Fire emblem doesn't pull that kind of thing, it rolls two d100s and takes the arithmetic mean and uses that value for the accuracy check. Basically values above 50 are more likely to happen than stated and values below less likely.
Everyone shitting themselves over FE accuracy, crits etc. lack a basic understanding of probability.

How is damage calculation done anyway? Is it a random number generator which remains constant for that whole game? Take this for example:

252+ SpA Abomasnow Blizzard vs. 252 HP / 0 SpD Abomasnow: 178-211 (46.3 - 54.9%) -- 65.6% chance to 2HKO
(178, 181, 183, 186, 187, 189, 192, 193, 196, 198, 199, 202, 204, 207, 208, 211)

What are the numbers in the bracket underneath, and what's with the 46.3 - 54.9% damage range? When I damage a Pokemon in battle and it takes another same hit, the damage is about the same, so it doesn't seem to fluctuate within the same battle.

Accuracy is a horrible way to balance moves, it just goes to show gamefreak has no idea what to do about the rock type besides "make them miss sometimes, that ought to do it."

At the end of the damage calc (in game) it generates a number between 0.85 and 1.00 at 2 decimal places (1/16 chance of each value) and multiplies the damage by that value.
The numbers in the brackets is each value the final damage can take from *0.85 to *1.00. The percentage damage range just refers to the min and max damage as a percentage of the opponents health.
A new number is generated for each damage roll.

A good example of the damage range is

+2 4 Atk Abomasnow Earthquake vs. 252 HP / 0 Def Abomasnow: 85-100 (22.1 - 26%) -- 7.4% chance to 4HKO
(85, 86, 87, 88, 89, 90, 91, 92, 93, 94, 95, 96, 97, 98, 99, 100)

The damage here is the highest roll times the generated number, easy to see since it's 100.

There is nothing about this thing, or its whole line, that I don't love to death. Starts out as what I believe to be the cutest Pokémon of the lot, and gradually grows into the most justifiable badass of the series. 10/10 design, arguably competent competitively, and shits on cars in its spare time. Imo, the best Pokémon, bar none.
