Really, you could have any type of Gym Leader in a wheelchair or with prosthetics, or blind. It doesn't need to be brought up, or talked about (or maybe it could be mentioned, such as them saying "[this Pokémon] helps me with my life, because I find it hard to [something the disability impacts]").
Representation doesn't need to be made a big deal out of, in fact sometimes when it IS made a big deal out of it becomes kind of negative. Example being: gay characters who won't shut up about being gay, yeah some gay people are like that IRL but the majority just only ever bring it up when it's relevant.
Have a blind Gym Leader with a dog-like Pokémon of their Gym Leader-type, as guide dog. Have a flying type Pokémon to help an NPC in a wheel chair get things from high shelves. Have an Elite Four member with a short sleeve shirt, and a prosthetic arm, it's really easy and takes away nothing from the game, it only enhances it for people who have these disabilities and play the game, or know someone who does.
