With Timid, Max speed, and Choice scarf it can outspeed 110's, even if they're invested. It hits pretty hard with Water Spout, and Choice Scarf makes it so it can actually hit with full power.
Besides, its defenses are not terrible

Pressure Wailord is kinda nice actually, clever usage of Subs and Protect can force switch ins, and Scald spam helps all around. Throw in Whirlpool to trap and kill stuff and it's pretty nifty.
