I guess that's true, but Justified still doesn't sound like a bad ability on Gallade, especially since
it's a good thing for Mono-Psychic teams, not all pokemon need to completely rely on their ability to be useful. Justified is basically useless on Keldeo, yet Keldeo's one of the best pokemon in OU.
