You can get one pretty easily yourself

Go to Route 3 and find the little pond on the left
Stand in one spot and fish repeatedly, make sure you don't move your character
After 5 minutes to an hour, depending on how lucky you are, you will have fished a shiny Magikarp
Try this with other Pokemon!
