He has some contacts living in Japan, IIRC - they actually post on his forum as well.

Most likely his industry contacts are through them.

I would also like to add that Serbii's contacts aren't perfect either - when I was living in Japan myself, there were several event mons that escaped Serebii's database (or anyone else's actually). Mind you there was nothing special about them and usually required a purchase or was a lottery prize - like an HA Poliwhirl DL code (already available from Dream World) from the Pokemon Center if you bought Poliwhirl Business Accessories
