A team weak to CharX stands a chance at beating it if you have something that can roar it out if you have rocks down. Shuffling it brings it into low enough HP that even Breloom can KO it. And even a team usually not worrying about it, once Clefable and heatran are gone, CharX is capable of ripping clean through them ... Unless you can outsmart the CharX and then its still winnable.
Talonflame cannot be outsped except through extremespeed, which has no users strong enough to OHKO it without getting a hole torn into their team's HP to wear it down with Recoil.
And yes, Mega Lucario still doesn't count because Flare Blitz will fuck it if TFlame doesnt die.

Sure at +2 its a likely KO, but if Lucario isn't boosted, ExtremeSpeed wont be a KO (and neither will HJK, which is by and far lucario's best STAB) and Flare Blitz is way more than a OHKO.
If even an unprepared Mega Lucario can't beat it, I think its fair to say next to nothing can.
That isn't to say it can't be prepared for and beaten. Far from it, T-flame is a scrub if you take the fight out of its favor (i.e., Mega Ampharos or Heatran. TTar is a major counter as well with no set up required), but its impossible to revenge kill or deal with if youre not prepared. You can't "luck" or "hax" your way to victory.
