You wouldn't be seeing things get banned so often if there were even half a tier's worth of broken non-megas, since when everything is broken, nothing is. The problem is that broken megas fuck things up a little too much while only accounting for one team slot. No one wants OU to become [mega] and his merry band of support. I can understand GF wanting to give every team something really nice and strong, but as anyone can see, if one thing is too good at their role, they become dominant and warp teams around their presence in the metagame.
Megas should be almost like running Kyurem-B. It's good, performs its role very well, but has drawbacks (in the case of Kyu-B it's his movepool, in the case of megas it's the lack of an item). Sure you have a mon with box legendary stats, but they don't perform so much better than everything else that they can sweep/wall the entire metagame. You can totally have Superman as a hero, but even if every group of heroes has the ability to run a Superman, it doesn't stop Superman from crushing literally every other hero.
