A shitmon is hard to describe, but I would say that there is a lot of factors that go into play, it's a combination of low stats, bad movepool, pointless ability, usually single stage, etc. They're crippled far more than most Pokemon, that's how I would define it.

My point is that there is a spectrum of how usable Pokemon are. Can Pokemon lower than Flygon get a mega? Absolutely. I am trying to say that megas for the worst Pokemon who may or may not become usable would:
-Probably be outclassed
-Mean that Pokemon that could be good with a mega might not get one because there's only so many that they're going to make at once.
I'd rather they spend time towards Mega Flygon or Milotic or Camerupt and Sharpedo then waste one on something bad.
Gamefreak doesn't seem to disagree though. Everything that has been given a mega with two exceptions have been "middle" mons.

Probably my memory, that or we weren't in the same threads at the time. I remember a lot of disappointment over M-Garchomp even before the games were out.
Just a question, how much is the most they have removed from a stat to give to another? I get the feeling that for something like Spinda they would want to keep the gimmick or something.
