Technically yes, but Slaking is not a rare pokemon. If you look at the base stats of Slaking, they are 670. The only other 3 Pokemon with 670 base stats are Groudon, Kyogre and Regigigas. Just the fact that Slaking is not rare, doesn't make him a pseudo-legendary.

I can understand people who mistake Flygon, Slaking and Haxorus for one.

Powerful mons with three stages look like pseudos, but they miss the criteria.

There's no excuse for defending them as pseudos once you're told what one is however.

Pseudo doesn't really mean anything, so there's no point in getting butthurt when your favorite mon isn't one.

It's just a term to describe this pattern of mons.
