In rain, this thing would essentially have 128/148 defenses to back up its horrible 43 base HP, so it would be reasonably bulky. 117 Speed means it outspeed pretty much all unboosted Pokemon and it has a decent 120 SpA and rain-boosted STAB.

Ability: Swift Swim / Rain Armor
EVs: 252 SpA / 252 Spe / 4 HP
Nature: Timid
-Surf / Hydro Pump
-Ice Beam
-Hidden Power Grass
-Rain Dance
Mega Evolve, set up Rain Dance with that magnificent Speed and attempt sweep.
