This literally has nothing to do with Missingno past being a bird.

The fossil skeletons/'literal ghost' sprites (more commonly but not exclusively seem on 'M, to my understanding) are better interpretations

That has basically nothing to do with it. You could make that into basically any shape. This design doesn't even particularly look like a seagull, which would (if you chose the combination of an L-shaped bird) make at least marginally more sense, being that its moveset contains (technically) more Water moves than Flying.

Not him but he backed up an idea present giving it more leverage as an idea. He showed that the idea had more support that previous discussion had shown. Its implied conversation; read a book on communication.
Also it is a bird type and the most common sprite shows it in an L shape.

I would love a Missingno reference in a pokemon, but I'd prefer it have a design that evokes glitching or being pixilated. If that's too much to ask, I'd like it to be bizarre and alien, which a bird is not

Right. If you want to put Missingno into canon, don't just make it a mysterious bird. Include the effects it had on the games, if you'll go that far. An eldritch horror is just about the only thing that could justify disrupting PCs (Hall of Fame corruption), causing hallucinations (sprite/color glitches) and physical manipulation and duplication of objects (255x item duplication).

So, let's say this is what we'd end up getting in Gen 7 as a new pokemon, and it's water/flying.

What ability/moveset would best fit this burd, and what unique move and/or description would best fit this thing?

I mean, if it's like it is currently, I could imagine it being like a bird that sailors find at sea that can induce madness if they wander into its territory, and thus the blocky mess we know it well for is what they see? Perhaps a moveset fitting of this would work as well?

Perhaps an ability that makes it let fog appear on the field for 5 turns when it comes out? Or have an ability to where when a pokemon comes out while it's out, it lowers accuracy by 1-2 stages?

And for moveset, I'd say a few water moves, and then stuff mainly for confusion, sleepu and so forth. And the usual couple flying moves and Fly as well. But that's what I'd likely do.

Victini's Dex number of #000 is because if it was placed where it usually would go, it would reveal the scope of Unova's dex VERY early on to the player, as those who got Black/White Day 1 got the Liberty Ticket and could catch it as early as level 15, before even attempting the 3rd gym. So they put it before the starters to maintain its place at the "end" of the dex; Just the other end than usual
