The only reason Team Rocket wants it so much is because they're trying to say how awesome Pikachu is and how eeeeeveryone should get one, while it really isn't good at all. Literally anything else in it's shoes could be just as good, if not better. Especially Clefairy, who deserves the mascot spot WAY more. Metronome would be much more amusing to watch than "PIKACHU, USE THUNDERBOLT" for 20 fucking years.

Convenience. That's it. Sparky proved to be a better Pikachu, there are Raichu that proved to be easily stronger, but Pikachu convenience has it Drawing against Latios and beating Raichu.
