I mean, take recent and somewhat recent events into consideration - along with basically being the face of the franchise and having so much merchandise that it's impossible to count, Pikachu is the only 'Mon to have a voiced in-game cry for the first time since Yellow, has a unique item in the Light Ball, has loads of exclusive versions with specific moves that can be obtained in other games or through events, has his own continuing line of movies around 'Mon shenanigans, and now has possibly another special version with a series of costumes that give Pikachu a special move each.
Raichu, on the other hand...got ten extra points in base Speed in Gen VI. And even then, Pikachu got ten additional points in Defense and Special Defense.
