Why has Lucario been shoved into so much shit over time, such as being the signature pokemon for several different gym leaders and champions across three different generations?

Isn't he only the signature Pokemon of Maylene? I thought Cynthia's signature mon was Garchomp. But anyway, he's so common amongst important trainers because he's popular like Pikachu, but unlike Pikachu he's actually very good in battle, so an easy choice for strong teams.

Probably because Lucario's got a mega and is god-tier in game runs, while Pikachu is just a NFE with a subpar BST+movepool which is pretty frail

While that is true, her subplot revolves around her Lucario, she has Lucarios following her around, and in all the other battles you have with her she has a Lucario. Plus most of her fan art has Lucario, so I definitely think her signature mon would be Lucario.
