Knowledge is one thing, though, them actually being available to trainers at large is another. What exactly is native to Kanto, though, is a question by itself. Technically, this is an unanswered question simply because FR/LG is the most recent form of Kanto at that period in time. The Kanto 3 years later in HG/SS has the passage of time on its side as an excuse to why the pokes are different then. It is also powered by the National Dex, so it is no longer confined to the limits of the main story. Even for FR/LG, it cannot be explained because evos are blocked off for no reason other than they had to stay true to the original even though the new evos do exist, and I think they are even recognized by the dex. If this had been done like HG/SS, we wouldn't have this issue. What they do or don't do no longer matters to me, though. I know that the standard is there are no barriers between regions or gens. I believe a wide variety of pokes from ALL gens live in EVERY region. Thus, my true belief is that every time new pokes or forms are added, that info is retconned and it applies to everywhere. Headcanon me if you will, but I don't think the timeline they present is a timeline in the sense that we think of. It is merely a framework for the time passage relative to those versions. Truly, they are all different timelines, but where they are are on each timeline is described as they put it. The events of Kanto and Hoenn occur in the same time. The events of Johto and Sinnoh are the same time. The events of BW are their own time. The events of B/W2 and X/Y are the same time. What timeline they're on, however, is independent to them. For instance, Ru/Sa/E may be at the same time as R/B/Y, but on another timeline. D/P/Pt are at the same time as the original G/S/C, but also another timeline. Possibly even another timeline from RSE.
