You're saying it's based on the imugi, but the traits it has in common with the imugi are common to most Asian dragons, including Japanese ones. The defining trait of the imugi--a dragon-like creature that becomes a true dragon after obtaining a certain gem--is not shared by Dratini or Dragonair.

Dragonair also has all of the aspects associated with a dragon anyway--association with water, able to manipulate the weather, a jewel, and flight. This isn't like Ninetales who is clearly based on a nine-tailed fox; calling Dragonite an imugi is being too selective when it's just a generic cartoon Asian dragon, with none of the deeper ties to the imugi.
