IIRC its a Japanese hack where you can modify values to make a certain ID in the game. It's not a 100% description, someone will know.

Yeah you can change the symbol with Cyber which is practically a Japanese Powersave with the addition that it allows to add your own code.

There's also a gift symbol.

You can boot the game to the title screen and it'll show your male avatar with female hair etc, but on loading the save the game black screens and fails to load.

Not him, but what other name can those people be called if not "hackers"? Power savers and hex editors refer to the device or program that those people use, not the "hackers".
