It's only Emerald since RS and FRLG don't have this flaw.

The game neglects to reseed the PRNG on startup (only doing so when the adventure is begun), which means that the personality values of an encountered Pokémon follow a predictable sequence once the seed is found and/or forced.

Not true, just out of Pallet Town it alternates between Rattata and Pidgey a lot.

Emerald is supposed to have Poochyena, Zigzagoon and Wurmple but for every 1 of the later two there's like 8 Poochyena, same in the next few routes.

R/S had zigzagoon everywhere - poochyena was limited to the first couple routes.

Emerald had poochyena/mightyena where zigzagoon/linoone was, save for a few areas. The common trash shitmons would alternate between those, wingull/pelipper, taillow/swellow and the version exclusive grass types as filler trashmons, with some routes having completely unique pokes to the area.
