The only two "major" romhacks I thoroughly enjoyed were Bronze for Gen 2 and Quartz for Gen 3. And by "major" I mean map overhaul and such. There are a lot more good "challenge" hacks.

I didn't finish Bronze though, because I lost my save file.

The only romhacks I like are the ones that have a new region and all new fakemon. Anything else feels like I'm just retreading the same stuff.

Touhou Puppet Play Enhanced 1.8 (Kanto) and Touhoumon Purple (Hoenn).

Both have (mostly) the same 'mons, the mechanics are identical, and are slightly tweaked to make it interesting. Including a different type chart, and an almost entirely balanced cast of characters to use.
