As long as demand from would-be pedestrians isn't enough to warrant expansion in of itself, which is probably always the case because if that many walkers want space then there's hoards more people who commute, there's not even a cost incurred by less walkers in the first place. It's binary--one more person on a train who would have walked is no worse for the environment because in either case, the train leaves the station burning just as much fuel.
