Could be a decent late-game sweeper. It also has some bulk, so he can take a hit or two. Obviously there are better choices, but if you use it to clean up the you shouldn't be hitting too many ghosts.

Can it learn Shadow Ball just in case?

Forgot about scrappy, but then the problem becomes rock/ground types.

What can it learn to counter those. I ask because you seem to have done your homework and I like Exploud's design.

This fucker is my favorite normal type ever and it's practically useless outside the main game. I seriously hope GF gives it a mega-evolution, I have no idea what the hell they'll give it to make it viable though.

It needs some support (Mostly sticky web or trick room) but it it can 2HKO every pokemon in the game that isn't Chansey or Blissey.

Well he has decent bulk as I said earlier.
400+ HP and 300+ Spec Attack plus the Specs.

His Defense and Spec Def are a little low though. Maybe use an assault vest so he can 1v1 spec sweepers?
