Specs Kingdra Surf in Rain or Specs Kingra Hydro Pump in rain: both hurt like sin.

No one 'relies' on Ice Beam to FRZ. Just because the RNG can just randomly decide to screw over one or the other player doesn't mean you're abusing luck. Like I think Scald is the only real luck-based move, but, as a singular move, there are ways around it with status absorbers, special attackers, Lum berry, and clerics.
