85 base attack combined with volt tackle for physical boltbeam is sorta decent.

Illegal with Volt Tackle.
Only this event Pikachu can learn it, meaning no Volt Tackle nor Nasty Plot. Best bet is Wild Charge

Probably because VT/Wild Charge + IC is amazing coverage.

116 into and attack and the other 136 into sp.att with max iv neutral nature gives you 350 attack and 340 spatt after light ball. Lightningrod in VGC and 1 speed any kind of way takes 306 to sweeping range.
