I'd probably nominate Kanto Routes 11-15, which were all kinda the same thing. Not only did they have some maximally solid music, they housed Snorlax, which I think is the best "plot" device in the history of pokemon. Sure, you need the stupid item or whatever to get past it, but it represents the player's growth over time. Kinda like when you come back to Route 1 in the endgame and get to look back on how far you've come.

Hoenn had some based routes, but I don't remember them too well. It's been, like, eight years.

It's really atmospheric and has beautiful music. I love the snow, there aren't enough places in Pokemon with snow.

Other favorites include Hoenn's 113 and 119.

Unova's Route 10 is good too, but just for the music, the route itself is way too short and uneventful.
