As an addendum, he was mostly a shit champion because:

1. I don't remember exactly, but I don't think they ever gave a very good reason as to how he replaced Steven.
2. Pic related meant two Water bosses (in addition to Archie, if you fight him anywhere near the end? been a while since i played Emerald) in a rather short timespan in the endgame. In a region where the second half of the game is like 80% water travel, that's too much fucking water.
3. Steven's team is just better suited to a champion.

As much as I prefer Steven, Wallace had the better team. Dragon Dance Gyarados and Toxic stall with most of his team was kinda dangerous if you weren't prepared, and he had many mons who could take care of Grass and Electric types.

Steven stept aside because he wanted to find pretty rocks. Also Archie really only has a Sharpedo, that's hardly a Water boss. More of a Dark boss.
