Why don't we bring back the DV system? In Gen 1-2, DVs were the same as IVs but instead of 0-31, you had 0-15.
The DV probability is MUCH better and still diverse enough to allow your pokemon to be unique while having much better odds of getting something good on purpose.

Getting a max DV of 15 is a LOT better than trying to go for a max IV of 31
