Regenerator is given only to Pokemon that can regrow their limbs. I don't think it fits Steelix, or any Steel type Pokemon for that matter.

Heavy Metal if we're going full lore mode, or Heatproof if competitive.

The best reason I can think of is because he was part of the dragon egg group and resembles a Dino. Sceptile is my favorite poke and it's mega doesn't bother me I'm just happy it got some love

Thought process:

I gave him lower speed to not make him so broken, and I put the base stats from Speed into Special Attack to make him not broken again. (We've all seen the proposed Megas where they drop the non-attacking stat down to 10; I didn't want to do that). If he has low speed, then it's not impossible to stop. But, if you put up a Sticky Web, then it doubles its speed (~400 with max EVs and Jolly Nature). He can also function in Trick Room I guess

Anny competitive bug is only good because it has goat stats and secondary typing/moves.
With steel typing Flygon distinguishes it self from Garchomp completley and steals Scizors thunder because it can go mixed and has only a fighting weakness.
