I feel that at this point every Hoenn Dragon is going to have a mega. The only ones that do not have confirmed megas yet are Flygon and Rayquaza. There is no way the latter isnt getting a mega (or rather primal) when Kyogre and Groudon do, and the former was pretty much confirmed the second it was revealed to be Secret Bases Expert's signature Pokemon. You can even battle him at some point in the story, which is probably when you recieve Flygonite in-game.
