Random battles set the pokemon at different levels to try to balance the stat difference. However, some Pokemon still just way exceed their level's general power.

It's alright, but nothing beats the cartridges. Especially because if you put effort into breeding actually good Pokemon, you value the game. Very few people in the VGC actually run that stupid Dark Void Smeargle or Mega Kanga shit because the ones lazy enough to use them are the ones too lazy to breed them properly. The only exceptions being the ones lazy enough to purchase Powersaves.
