Two items would definitely be more broken, as only a few mons have abilities that would be broken by themselves.
Azumarill and conkeldurr are ones that come to mind, but nothing could be more broken than double items.

A bunch of Pokemon don't even get two abilities though, that description doesn't make sense for megas, and not doubling abilities takes away a bunch of the fun.

Stuff like Moxie/Guts Heracross gives it so much more power than any combination of items you could ever give it.

Technician Toxic Heal Breloom is a fucking terrifying thought.

Even Speed Boost+Tinted Lens Yanmega would be better than an item combination could do.
