The power plant is most likely a scrapped area just like the many other mysteries on the pokemon franchise.

It's nothing. The doors don't lead anywhere. Project Pokemon confirmed this.

Volcanion's event is in the Lumiose press and Hoopa's is in the Parfum Palace. They're both just boring NPC dialog events.

No. Project Pokémon confirmed that there are NPCs who give you dialogue if you have these event Pokémon in your party. This is nothing new and doesn't mean that there aren't event locations to catch them in the game.
