I was confused about this until gen 3 because before that the gengar family was the only ghost pokemon I knew (never found misdreavus in GSC)

Rock Slide is a much better option on it (can't OHKO ZarY with Ancient Rock). But it isn't useable without an Assault Vest due to a having a shitty sp. defense.

There's also the fact that Gengar is the Shadow Pokemon, and the Mega is resting on the ground in order to literally tag shadows. Shadow Tag Mega Gengar is horrifically broken, but it makes as much sense as Parental Bond M-Kanga or Magnet Pull Magnezone.
