As much as you'd like. Mewtwo X got +80 to its Attack stat, though that was likely just GF reaffirming its position as the most powerful Pokemon ever. Heracross got a nice +60 to its Attack and a slight Speed drop without its base 40 Special Attack stat getting touched though. Realistically, just don't min-max everything's stats. Also, HP can't be changed.

Mega Rapidash has the perfect potential for a mega. My idea has been Fire/Fairy with Pixilate as a unicorn, but a Pegasus with levitate is also a really cool idea. With Pixilate though it would wreck with Return and Quick Attack.
