I can see it. It is capable of flight according to its dex entries, and when flying in the anime it holds out its arms like a plane's wings. Bulbapedia gets a lot of shit wrong (Altaria being a Peng) but I've heard people talking abot Garchomp's jet-like attributes before.

When they take an idea, they don't just go to the most obvious thing you can think of right away with all of their designs. If you want that, go play YuGiOh or Digimon or some shit. Gamefreak's designs have more intricacy to them.

The bluebird of happiness. Its JP name is a pun on the traditional name for Epsilon Draco, the DRAGON constellation, hence its Dragon typing. The English version replaces this with a variant on Altair, the eagle constellation.

Pengs aren't dragon-birds. They're fish-birds. No really, a peng can transform between a kun, a giant fish, and a peng, a giant bird. Bulbapedia also misinterprets this phrase regarding the peng: "The back of the P'eng measures I don't know how many thousand li across and, when he rises up and flies off, his wings are like clouds all over the sky." "Like clouds" is referring to how huge it is, not its fluffy cloud-like wings.

Pokemon can be based on more than one thing, but there's nothing of the peng in Swablu or Altaria. There's no fish in it. It's all about the bluebird of happiness (the bird and the play) and a star.

Epsilon Draco's traditional name is Tyl. More of a reference, I should say. The two siblings in The Blue Bird who are seeking the bluebird of happiness are also named Tyltyl and Mytyl.
