Stage 1s and 2s see play in multiple decks as attackers (Empoleon, Accelgor) or utility (Delphox, Trevenant, Electrode).
The problem is that there is a fine balance between making Stage 1s and Stage 2s so good that they invalidate basics (imagine something like Pyroar in a world where the only basics were the BJF Haymakers) and making basics so good that they invalidate Stage 1s and Stage 2s (like that happy time when the only Stage 2s we ever saw were Blastoise on the bench and Emboar on the bench, while Lugia EX was wiping out 2 EX's to win games).
Calling to remove EXs is as stupid as calling to remove supporters (I got N'd once and it was awful), remove tools (how do I counter a Garbodor?), remove special energies (my turn 10 setup deck just got outfoxed by a 4 type deck that had no energy issues WTF Nintendo?) or even remove Stage 2s (my Hitmonchans and Scythers have real trouble dealing with Pluspower Blastoise pls nerf).
The problem doesn't lie with EX pokemon, they simply add diversity. The problem lies with poor design of certain individual pokemon cards, be they EX, trainers, non EX, powerful basics, ridiculous stage 2s, stadium cards, whatever.
