The only proper use for these is to backup saves for things like the Manaphy Egg. Anything else is pure scum.

That's actually really weird.
Do you have the most up to date version installed?
You should just be able to plug in the powersave to your computer, put the game into the powersave and have the entire menu pop up.

Try uninstalling, restarting, and reinstalling?

If you bought the game for the wrong region, it won't actually tell you when you enter in your serial number and just show error messages.
It even goes a step further and will appear to restart constantly if Pokemon is inserted without a code.

I transposed a number on mine originally and that's how I figured it out.
