That's a different matter. Charizard has ALL the traits common to dragons, it's just that they refused to label it as one. Moltres does not have all the traits of a phoenix.

Besides, if you wanna go semantics, there are other mythos about fire birds that aren't especifically about phoenixes.

Ho-oh is based on the concept of the phoenix, with all of the traits associated with it (Sacred Ash). It's probably designed after an eastern depiction of a phoenix.
