Because Red used bulbasaur and Green used charmander.

The girl, Blue, used squirtle which fit. But she wound up not a playable character.

Some official art depict Red with Bulbasaur and Blue with Charmander, the same with pokespe which is the most popular canon after the games and the anime.
And when Red doesnt have bulbasaur, he has charmander, which is the most popular of the three starters, so it would make sense for Blue to have a Squirtle, like happened in Origin (although this predates Origin).

Red->Squirtle is just not that popular as a combination, and, as result, Blue->Bulbasaur isnt.

I don't think people have realized Blue doesn't have a canon starter. He doesn't have any of them in HG/SS. Not even an Eeveelution.

Pidgeot is pretty iconic to him. He always leads with it in FRLG, and it's his highest leveled in HGSS. Then again, it's not on his team in BW2.
