I can't seem to switch into anything other than chansey, where clefable uses fucking toxic and keeps softboiling

You know what works well? skill swap anything. I personally like starmie, because it's fast. Plus, if you tox clefable and let the poison stack up for a bit, when it loses magic guard, BAM, suddenly 65%+ health gone at the end of the turn.

nah, it can be very useful, against a multitude of foes; scizor, clefable, azumarill, zard Y, blissey if they're not a team cleric, just a spD wall (muh natural cure), Rotom-anything, talonflame occasionally, if it's a stallflame rather than hyper offense, and I'm sure there's others.

OT:
Chansey is the safest counter Clefable has. Gengar is also very good, as neither Moonblast, Flamethrower or HP Ground can hurt it. Basically every Trick-User also destroys clefable if your opponent doesn't switch out. M-Venu is also pretty good, though depending on the sets if you switch Venu into a Calm Mind Clefable might be able to survive your sludge bombs and set up on you. A fast, offensive heatran with Flash Canon destroys it as well, even if it has HP Ground. Anything else can only counter clefable depending on its set. If Clefable has magic guard (which is the case for the vast majority of good sets) you could set up with your own unaware pokemon on it. If it has unaware itself just use toxic. If you don't have a hard counter prediction is important. Switch in your Bisharp, Scizor, or Iron Head/Flash Canon Aegislash when you suspect a Moonblast etc.

Depends on your team. Why do you want to use SR Clefable instead of the more common SR setters like Skarmory, Ferrothorn, Chansey, Landorus-T, Garchomp etc.?
Clefable mainly gives coverage against Dragon, Dark and Fighting Types. So if you have problems with these it might be a good addition, otherwise you should probably better use one of the above mons.

I'm using it because good type synergy with megs ttar and excadragondildo. Clef takes bug(uturn spam), fighting, for ttar and sponges fire for exca with high spD. Exca also takes bullet punches and poison like a champ. Those other leads you mentioned have terribad synergy, but in any other situation they would outclass her.

Why Moonlight over Softboiled?

Magic Guard makes it a great status sponge and lets it out-stall most other stall-wallsf, so that's what I've always used it for.

Magic Guard is fun when they try to toxic/WoW you and you switch her in, or if they get down rocks and and they dont have anything that can stop Clefable from boosting. Unaware is good against enemies SDing or Bisharp that stole a Defiant boost. It also cockblocks Terrakion hardcore.

I wouldn't risk having a conditionally better heal with no more than 8 uses that can also be made weaker by something as ubiquitous as Tyranitar.
