I've played a bit of stall and I have some opinions to offer.
Full-on stall is kinda shit imo, I like to keep a win condition like Crocune in the back. Defensive Zard with enough speed to beat Megacross and burn it is sort of handy. As for clerics, Chansey is probably the best, but I'm pretty partial to physically defensive Sylveon, since it isn't completely passive and can threaten some stuff with Hyper Voice (with Mawile and Aegislash banned, it's probably better than it was before).
You're going to want to run a Defogger and and a Stealth Rocker. Zapdos is probably one of my favourites, as it prevents you from being swept by M-Pinsir and has a really good defensive typing, but Skarmory is also really good since it can run Taunt to break opposing stall. It also fares better against Megacham, Megagarde and Megacross.
As for pebbles, Heatran, Chansey, and Skarmory can all learn it, and I usually put them on Heatran or Chansey. There are plenty of other options like Clefable, Gliscor, Garchomp, or Bisharp if you're feeling especially gutsy.
Dealing with opposing stall is important too, and having Taunt somewhere on your stall team is pretty important. I already mentioned Skarmory, but I've also used Taunt Heatran to some success. Taunt Gliscor is also a good choice, and is one of the best Gliscor sets in my opinion. One of the more interesting options is Gothitelle, but I'm not good enough to use her effectively ;_;
Anyways, for dealing with the stallbreaking megas, Talonflame is obviously a good choice as it shits on Megacham and Megacross, but sort of sucks otherwise. I would personally recommend a physically bulky Fairy to deal with those too. As for Megagarde, a good steel type like Scizor can deal some damage to it, just watch out for WoW. It's a shame you can't use Aegislash against it, but Doublade works fine too.
