STAB Ice > STAB Electric in Ubers. Arceus-Electric is just better because it can reliably setup Calm Minds, and thus is a better mon because of it since it's always at +1, but I don't think it makes it inherently a better 'boltbeamer,' though it does get the OHKO on Kyogre.

Simply by the classification of a 'boltbeamer,' Arceus-Ice does the job better boltbeaming with superior beams since bolt only strictly wins on Kyogre and Ho-oh. However, even Arceus' stats cannot magically make mono-Ice set up easy Calm Minds in the way Arceus-Electric does with its only one weakness on top of its great bulk.
Arceus-Electric is a better mon, it's a better Calm Mind user, it's a better Arceus.
Arceus-Ice is a better bolt beamer, and has much better list of OHKOs and 2HKOs across the board in Ubers since it has zero opportunity cost in not running Recover, allowing it to pick up Fire Blast for the Uber Steels.
Nobody uses it because to get high ladder in ubers, you need reliability, something mono-Ice setup can't offer.
All the Arceus have something unique to offer, even Arceus-Ice, despite how niche and otherwise unreliable it is in the Ubers environment.
