I feel like May was interesting because her character went through all sorts of phases, and even by the end, was learning things about her goal and her attitude towards it.
Misty's only trait was being a mean tsundere and being more or less bland most of the time, whenever she wasn't involved with some water pokemon contest anyways. And even then, it more or less doesn't lead to anything.
I feel like Dawn is very similar to Serena in terms of actually character except she doesn't have a romantic subplot with Ash and DID have a specific goal. If we found her particularly more interesting, it's because we got episodes of her contest performances and because she had more pokemon earlier for her to bond with.
I think Serena's biggest problem is that there's so few episodes surrounding her, and the series taking forever to really expand on her. I can think of 4 off the top of my head that had to do with her specifically. Goddamn, did it take fucking long to get to this camping arc.

Misty was probably one of the most entertaining girls on the show, specifically Kanto/Orange Islands Misty, and she is part of the reason why the OS trio was the best and fun to watch.
