On any neutral hit (read, literally every single Pokemon that doesn't outright resist or isn't immune to normal) only gets 150 base power off Hyper Beam
Even with what we have now, STAB Fire Blast hits 165 base power.
What situation ever would you possibly want where you would be using Hyper Beam?
Look, a water/rock/fire/dragon type, I know, let's hit it neutrally with a 150 base power attack instead of using even an 80 base power coverage move to hit it super effective at 160 power. Or 90 base power ice beam/thunderbolt like everyone rational is asking for to hit it for 180 power.
Normal's fuckawful on everything that isn't normal type because it gets overpowered by the aspect of coverage existing at all. If you have an 76 base power super effective move, it's already stronger than Hyper Beam.
