For example, Amazon has a metric shit-ton of computing power at their disposal so that they can guarantee that their services run smoothly during black friday/Christmas sales. They're so fucking redundant that they're probably more resistant than damn near anyone else on the planet to DDOS attacks. But for the rest of the year, they lease out that computing power to interested parties.
Datel doesn't need to invest in new machines for permanent use when they can easily sign up to borrow some extra computing power for a few weeks/months until the demand dies down.
