All the misinformation in this thread is astounding.
The censorship started in FRLG, when they renamed Gamblers to Gamers outside of Japan. Even other gambling references were censored (e.g.: RBY - "I'm a rambling, gambling dude.", FRLG - "I'm a rambling, gaming dude."). In DPPt, Gamers became PIs. In Japan, they're all Gamblers in RGBY, FRLG, and DPPt.
PEGI changed the rules in 2008 or so, causing any game that includes gambling content to be rated "18". Since this was after the European release of Diamond and Pearl, these games didn't have a censored Game Corner. European Platinum saw it happening, with slot machines replaced by Game Machines that pop out 5 to 20 Coins a day.
So what did Game Freak do in HeartGold and SoulSilver? They worked more closely with Nintendo's international subsidiaries and got the resources ready for the censorship already in the Japanese version. What does this mean? It means that the Game Corner rooms of the localizations actually exist in the Japanese version but without events or warps programmed. As for Voltorb Flip, that hasn't been checked yet. Furthermore, the original Game Corner rooms exist in the localizations and are mostly untouched but all NPCs lost their dialogue, Coins can still be bought in a localized menu, and the slot machines trigger Voltorb Flip.
What does the future hold for ORAS? I honestly don't know. But one thing is certain: the one week delay for the European release isn't because of the Game Corner.
