Smogon rules are not official or competititve! They use pokemon who are banned by nintendo and started banning things that aren't even broken from day 1 of X and Y. They have gotten so out of hand that now they have started banning moves that they just can't be bothered to figure out how to beat. One of these said moves is Swagger.
