Toxicroak, Jellicent and Gastrodon were OU last gen because they fucked up rain hard. Once rain got nerfed they dropped and Pokemon that could handle this gen's threats (Clefable, Mandibuzz, Quagsire, Bisharp, Chansey) rose up.
"Find a counter" is stupid because many of the things that were banned have sets that can blow through most of their standard counters and if you have to run a Pokemon whose only niche is beating M-Kanga/M-Mawile/M-Luke but dead weight elsewhere then you're not going to do well. Alternatively, everybody just runs whatever's broken since that's easier than giving up a teamslot for some random trash mon.
